CARMICHAEL - Detectives have arrested a woman believed to be responsible for abducting and torturing two dogs in one Carmichael neighborhood.
Kayla Lynn Wright was arrested Wednesday in connection to the December incidents.
She is facing charges of grand theft of an animal and felony animal torture, according to the Sacramento County Sheriff’s Department.
Two dogs were found bound with cords around their necks within hours of each other in the area of Cardinal Court.
