Michael Edwards stalked his victim on Aug. 5 through a Safeway in Fairfax County, Va., sneaking video of her under her clothes, police said.
Edwards followed her outside, shouted to her and then exposed himself before he ran away, according to cops.
He was charged with filming non-consensual nude, simulated masturbation and indecent exposure. More
